Ok, what software is available to design traffic signs? I'll start with:

UK - KeySIGN and Signplot.
Eire - KeySIGN Eire.
USA - SignCAD and TraffiCAD.

Any others for other countries, as design rules vary from country to country.

For Czechia and Slovakia you can use an extensive dynamic block library of traffic signs "Dopravni znaceni":
