I'm guessing you are creating this in a 3D drawing right?

Without seeing the exact drawing and design you are working on my best advice, at this time, would be to consider using the HELIX command then SWEEP a profile of your handrail along its length.

that right in a 3D, but for me HELIX is not working out becouse This is not partly a helix staircase. The HELIX  does not meet the height in staircase to other handrail.Take view please.

Well then I'd use a SPLINE to represent the centerline of the handrail and SWEEP the hand rail profile.
