how to rotate the bldg. dwg. to place in land area

Are you trying to orient a building in a site plan?  Do you have any reference points in the site plan that can be used to orient the building?  You might try looking into the use of the ALIGN command.

Re-write your question with more detail what exactly you want to know. Are you trying to change the orientation of building on site plan?
