Leader user arrow not showing

Iam using in leader "user arrow" but in each file exit i ve to select and change size from properties,,, why its not showing permanently ,  in dimension style i ve choosed user arrow , but still not showing in opening the time, how to solve that

The reason why it doesn't work is that you haven't made it a permanent part of the template file (DWT) you use when you start a new drawing.

I created that user arrow myself,, not copy from other file. when i got to blocks the icon is there. so how to make it a part of DWT file?

Go to your DimStyle, click on Modify, then click on the Symbols and Arrows tab.  Where it says Leader, click on the down pointing arrow, find your custom arrowhead, highlight it then click the OK button.  That will now be the default arrowhead used for all leaders.  Save your template.  Done.
