My problem is that,
When I pick new layer button, new layer come down, Now when I pick for name it could not open first time, when click again cushier blink with current layer mark, I can write the name, but When I click the color button and goes to change the color of layer, press o. k. , but the color of layer is not change. the same color of previous layer is there. pl guide me.

Did you try shutting down and restarting AutoCAD?  Maybe it was a temporary glitch.

all you have to do is to make a new viewport on layout tab.. most of the time its happen when the file is too large..

He is creating a layer not a viewport.  File size has nothing to do with the creation of a layer or a viewport.  Where did you come up with that information?
