Why is that?

Maybe you could do it using a FIELD.

A signature is not the same as a layout name.

Maybe you could use a lisp routine to extract the layout name.  Were you thinking of using an attribute or a field in the title block for the layout name?

John was on the right track... it is a field you want.

In either a text or mtext object right click to be able to insert a field variable.  The field name in this case is System Variable.  The System variable is Ctab.  You can format it anyway you like.  But now when you change the name of your Layout tab and regen the drawing you'll see the tab name in your drawing.  Since this is a title block you'll probably be making this change in the block editor.

This is a common technique when using sheet sets.

Hope this is what you were after.

Dave.
