i can not download revit block???? Help me. I was login

You need to be logged in and your account has to be activated (click in the confirmation e-mail).
 
An old (inactive) version (copy) of the download page may be also left in your browser cache (pro proxy server cache) - hit Ctrl+F5 to reload it.

i got a message that i reached the limit of blocks. Is it a time based block? What happends next? why is there a limit of downloading blocks?

The limit is rarely reached in normal use as it checks only tens of blocks downloaded at once. This is a kind of "copy-protection". You can download other blocks approx. in a half day.
