Is there some reason you can't simply use a layer with a thicker linetype?  Another choice would be to use a polyline with a width set to something other than 0.00.

I'm curious... is this going to be used for a plan view, a profile view, or for some sort of detail?

Dave,

its for a plan view, and the client needs it to be the same as thepdf file he gave me ( but i cant show it here!).
so imagine a dashed polyline with a global width of 50 , but with a border all around it . i dont know if you understood what i meant , i just really need to get it right soon Embarrassed

Use MKLTYPE and MKSHAPE.  Both can be found in Express Tools.
