Can anyone give me a lisp program that will specify the distance (length) of a selected line with centimeter accuracy and position the text (lenght of the line, height of the text 0.75) at the midpoint of the line, parallel to the line.

Have you checked out the lisp routines available here? Have you checked over at the Cadalyst magazine website under Tips, Tools & Training > CAD Tips?
