If the spline and arc are joined as a single polyline object, type X or EXPLODE at the command line, select the object, and hit the Enter key.  The spline and arc objects will now be separate objects.

A spline is a single object unless or until you convert it into a polyline.  If you want to do that you can use the PEDIT command and select the spline.  Choose a precision value and enter.  Now you will end up with an object you can explode.

Caution however:  You'll end up with very small segments!

Hello
You can also use SPL2PL to convert splines to polylines.
This function is in newer versions (2011, 2012, 2013) and it was avalible for free to download from ACAD net site allready before (as spl2pl.vlx). You had to APPLOAD this application so you could use it.
