What Objekt Enabel should i use in ACAD 2013 LT?

It depends on what objects (from which application) do you need to "enable". Then choose the right enabler.

I do not know what application are using. There are symbols of electricians that are not displayed properly.

Is there any proxy warning displayed? Otherwise is could be also caused by a missing SHX shape file.
