I have a dynamic block that has 2 parameters(distance and rotation) and 2 actions( stretch and scale), but I can only access the scale action on the block.
How do I change between actions? And/Or have both action grips show on the block?

Actually you have two parameters defined:  Linear and Rotation.  And you have two actions defined: Stretch and Scale.  The only things you can select are parameters.  This means you do not have independent access to the scale function once the block is in your drawing.  That action will always be related to the parameter you associated it with... in this case, the linear parameter.  So if you double the length you should effectively double the scale of the objects you included... which in this case were all of them.
