Using ADT and ACA we've had trouble with getting solid hatches to read correctly on PDF's of our drawings, they sometime cover-up everything.
 
Have tried creating DWF files and printing them with Bluebeam and PDF Creator, but still are having a problem.
 
Any suggestions?

Yes, there could be problems with solid fills in PDF files. If you cannot distribute just the DWF files, try to use another PDF "virtual printer".
 
E.g. the AcroPlot software has a setting to optimize solid fills. Or you can use a dense ANSI hatch instead of solid fill.
