I have inserted a block on different layers but by turning off a particular layer the block disappears from all other layers. How to solve this problem?

If the objects that make up the Block are drawn on that Layer you turned off, they will disappear from any insertion of that Block.  A Block that is going to be inserted on different Layers should, in general, have its pieces on Layer 0 (though there certainly can be reasons to put some on other Layers), and they will take on the characteristics of the Layer on which each copy of the Block is inserted.

If the layer in which the block was there , originally, is turned off then the block will disappear from all other layers whereas the object is very much in the respective layer.

when it is being edited the object is found on layer 0 .

Could it be in a nested Block?  If, when you edit the Block, the object within it that is on Layer 0 is also a Block, and if what that nested Block is made of is on some other Layer, it would disappear in all insertions when that other Layer is turned off.

To check whether that's possible, if you double-click on a Block insertion to edit it, does its "Reference name" box show a "tree" with more than one Block name to choose from?  If it does, get into each one to see what Layer its pieces are on.
