In paper space, clicking inside of a view port to switch to model space will cause a significant lag while zooming, panning, and other simple operations. This issue does not occur when using the same file in 2012 only in 2013 and 2014 Autocad Architecture. This can be duplicated across multiple files. Drivers on graphics card were updated.
Machine is fairly new, I7 processor, Windows 7 Pro 64 bit, 16 gb ram, 160 gb HD, Firepro AMD V3900 graphics. File was moved to local machine off network and still has lag. PC was adjusted for best performance, using windows basic settings. Please any help will be appreciated.

Did you kill off the CommCenter on this computer?  If not, do so then test.

Temporarily disable your anti-virus program.  Does this help or not?

Is hardware acceleration enabled on this machine?  Try disabling it.  If it is disabled already try enabling it.

Could it be a "pathing" problem?  Maybe AutoCAD Arch is looking for something and it is taking a long time to navigate the path to where this "something" is located.

Take the computer off the network and test.  Does the problem go away?

Put the drawing file on your Desktop (don't work off the network) and test.  Does the problem go away?

Where the hell is your IT department and why aren't they troubleshooting this?

Thank you for replying, I AM the IT department, I solved the issue this morning. Found out it was a shortcut placed in the plot styles folder that pointed back to the network, The CAD Designer has his plot and font styles folder local, but when he copied it from the network location he inadvertently copied the shortcut, so it was looking and pointed locally but seeing the shortcut and bouncing back to the network.

So it was (indirectly) a pathing problem.  Well at least you got it squared away.  Thanks for the update.
