Inventor 2013 - error when running on clean Win10.

Hi everyone. I have a problem. I've clean installed Windows 10 on my machine and wanted to install Product Design Suite premium 2013.

Every program works, except Inventor 2013 - I get an error when trying to run. All service packs available in download section here on this forum  installed and nothing changes. Is there someone who knows this error and knows a working fix?

Here is a screenshot of the said error.

Also, I've read somewhere that there was ServicePack 4 but I cannot find it anywhere.

The translation from up to down is:

"This aplication cannot work properly

Cannot run this aplication because it causes security or performance issues in Windows OS. Perheps there is a new version. Please contact the developer to get the update"

The second Window says:

"The aplication wasn't run properly.
Please click OK to end the application"

I would be gratefull for help.
