Does anyone know how I can create a block so that when you drag in from the design centre, it drops onto the right layer regardless of what layer you are on at the moment. This would help keep the less experienced office staff under control with their layers in drawings, and make things a bit quicker for everyone else at the same time.

You can do this with Tool Palettes - they are also more convenient to use than DesignCenter.
