OFFSETEDGE command description:
Creates a closed polyline or spline object that is offset by a specified distance from the edges of a selected face on a 3D solid or a planar surface

You can run the OFFSETEDGE command in any localized version of AutoCAD by typing _OFFSETEDGE in the commandline.
