This is the famous "serialization" error (see the initial letters of the otherwise nonsense message). This error was frequent in old DOS AutoCAD days when you attempted to run unserialized AutoCAD executive.

This problem can reappear in Windows version of AutoCAD when there is a conflict with some TSR (resident) programs or device drivers or errors on disk.
