Do I have to set user rights individually for each user in each project?

You can simplify assigning access rights - try to use the "user groups" functionality (introduced in V2.1.6), combine your users to groups and assign the access rights only once "per group".
Right-click on a project (in the tree) and choose "Groups (Admin)".
