How to write a diameter sign in Inventor Title block?

A - answer Can we use %%c or Unicode code in a Parts list or Title block?

Inventor supports Unicode only in version 6 (and above). In earlier versions you cannot use any characters not mapped to the current codepage. You can enter diameter symbol (or e.g. mathematical or arabic characters if you wish) in Inventor R6 (e.g. using Character Map applet).
