The keyboard shortcuts definition file KeyboardShortcuts.txt is created only after you first run Autodesk Revit.

If this file already exists in the Revit folder - e.g. from a previous installation of the original/localized version of Revit - it is not generated again on the next install of the localized/English version and the menu commands are in a wrong language.

The solution is simple - just delete this file and restart Revit (in your current language version). Revit will create the right version of the KeyboardShortcuts.txt file.
