How to set AutoCAD to use decimal comma (not point) as decimal separator?

AutoCAD uses a point as decimal separator as a standard for displaying and entering decimal numbers. Dimensions are an exception to this rule - you can set decimal separator in the Dimension Styles (see DIMDSEP).
