AutoCAD doesn't respect the Start in folder defined in desktop shortcut.

A - answer Verify the REMEMBERFOLDERS variable. You can switch AutoCAD 2000i (or higher) to behave like the 2000 version - conforming to Start in settings (otherwise it uses the last used folder).
