This is a known problem caused by the latest (October) Windows Update and influences all MS .NET Windows applications using Excel automation. Uninstall the following Microsoft KB updates: 

Win7: KB4041681
Win8.1: KB4041693
Win10/1607: KB4941691
Win10/1703: KB4041676
The same update also causes the problem with thread functions in Inventor.

UPDATE: the problem was fixed in Microsoft's November Windows Update

The same symptoms may appear if your file path contains apostrophes (').
