If the 3DORBIT command (3D orbit) displays a green cross (marker) in the center of your screen, you are probably in the walkthrough or fly-over mode.

The green marker represents the target in these walk/fly modes. In the 3DOrbit mode press "1", or right-click to change the orbit mode.
