Start the Layer manager dialog (version 2004 and higher) and repeatedly press the Enter key. AutoCAD creates automatically a new layer on every key press. Layers are named sequentially - Layer1, Layer2, ....

If you select a particular layer before pressing Enters, the newly created layers will inherit properties (color, on/off, etc.) of the selected layer.

You can also take a predefined set of layers from an inserted block or from a drawing template.
