Is it possible to change the function of the F1 key?

It is not possible to use the standard user interface for customizing standard function keys (accelerators).
Instead edit your ACAD.MNS file (using your favorite text editor) and in the ACCELERATORS section add the INTERNAL+"F1" item. E.g. to add endpoint osnap on [F1]:

***ACCELERATORS
ID_OsnapEndp [INTERNAL+"F1"]

or to 'disable' [F1]:

***ACCELERATORS
[INTERNAL+"F1"]'_redraw
