This is not possible in plain AutoCAD LT. Either use the add-on "Xanadu LT Extension", or use a predefined template drawing. E.g.:

Open a new drawing using a template (Use a Template), select the template with the Browse... button, click on the earth icon (Search in WWW) and in the Look in box enter http://www.cadstudio.cz/dl/non-rectangularviewports.dwt, press Open.

More options for polygonal and circular viewports ara available in the LT Extension.
