If you don't want to have layers sorted alphabetically and want to show them in the order you have created them, set temporarily the MAXSORT variable to 0 (warning: nothing, no lists will be sorted alphabetically).

For AutoCAD 2005 and higher use the commandline version of the Layer command: _-LAYER ? or the old (toolbar-based, not ribbon-based) Layer Control dropdown.
