This error is caused by invalid CD-drive allocation. In the Windows Registry, set the AllocateCDRoms key in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon to the value 0. You can also copy the contents of the installation CD-ROM to your hard disk and perform the setup from HD.
