How to run the Revit journal file (script)?

Just drag and drop the journal file from your Windows file manager to the Revit icon.

You can also invoke the journal file as a parameter of Revit.exe - e.g. from a batch file:

"C:\Program Files\Autodesk\Revit 2017\Revit.exe" /language CSY "C:\Users\USERNAME\AppData\Local\Autodesk\Revit\Autodesk Revit 2017\Journals\journal.0016.txt"
