Older AutoCAD versions cannot explode blocks inserted with non-uniform scales (X/Y/Z) or inserted as MINSERT.
Try to set EXPLMODE variable to 1 and retry. You can also use the XPLODE or BURST command.
Your unequally (non-uniformely) scaled blocks may also contain 3D solids, surfaces, or regions, or may be part of a Group. Try to set the block scale to uniform scale. Some add-on applications can also prevent exploding your blocks.
AutoCAD 2006 (and higher) can assign the "can be exploded" property individually to any block definition (unexplodable blocks then display "could not be exploded") - see the Properties palette (Ctrl+1) in BEDIT mode.
