In AutoCAD 2006 and higher you can split menus (and toolbars, shortcuts) into a fixed (non-customizable) and a user (easily customizable) part.

For this you can use the "enterprise" CUI file (shared on your company network) and the standard user CUI menu file, combined with the ENTERPRISEMENU variable.
