Most of the reasons for slow start of the print dialog are related to network.

E.g. you may have too many plot styles saved/searched on network drives, or there is a problem in your LAN/WAN connection (congestion, faulty LAN card...), or you may have installed a network printer which is no longer available (and AutoCAD waits for its timeout).
