The UCSFOLLOW variable can have distinct values in each drawing viewport. If you want to suppress automatic zooms on each change of UCS, you have to switch off UCSFOLLOW in all viewports.

The CADstudio application AllVports sets the UCSFOLLOW variables to 0 (or 1) in all floating viewports of all layouts and in all tiled viewports of the modelspace. You can download AllVports from DL Download.

Just APPLOAD the utility and start the AllVports command (you can also use it in scripts to fix multiple drawings).
