To freeze (off) a particular layer in the current viewport just by selecting an entity in that layer you can use the command LAYFRZ. This command is available since AutoCAD version 2007. In older versions you can use the similar tool from Express Tools.

For even simpler use you can download the LISP application VPFL available on DL Download.
