If you want to convert a true ellipse (non-polyline, object ELLIPSE) or an elliptic arc to a spline, you can use the OFFSET command.

Enter a minimum distance, e.g. 0.000000001, as the offset gap. Select the ellipse and pick an arbitrary point in your drawing space. AutoCAD will create a copy of the ellipse made as a spline curve.

To convert (explode) a spline to a segmented polyline you can use e.g. the SplineConvert utility.
