3D offset of a surface.

A - answer To offset a surface (create a parallel surface object) you can use the AutoCAD command SURFOFFSET. While offsetting you can specify the direction and distance of the offset construction. If you need to flip normals of some faces, use the FlipFace utility.

If your source 3D object is not a surface (DWG object of the type Surface), convert it first to a surface using the tips provided here (e.g. 5117, 6710). If 3D offsetting fails, you can try to offset each 3D face individually.

Other options for very complex surfaces are the applications Autodesk Meshmixer or ReMake or Alias (Mesh Offset).
