If your annotative entities (e.g. blocks and texts using annotation scales) are not displayed in a layout, check the ANNOALLVISIBLE variable.

Its value 0 shows only annotation objects defined for the current viewport scale. The ANNOALLVISIBLE setting is stored separately for the model space and each individual layout.
