If you want to start your new DWG drawings with the choice of predefined drawing template files (DWT), including the option to start from scratch, you can enable the "StartUp" dialog for the NEW command and for AutoCAD startup (the default behaviour in older AutoCAD versions).

The startup dialog option is no longer available in the Options dialog but you can set it through the STARTUP variable. So if you often select from multiple templates or if you create blocks where you don't want to carry in the overhead from template files, enable this option for starting new drawings.
