If you need to convert drawings from the DWG format (AutoCAD) to the DGN format (Microstation), or vice-versa from DGN to DWG, you can use the CAD program AutoCAD.

Since version 2009, any AutoCAD variant (including AutoCAD LT) supports reading and writing DGN files - both in the new DGN V8 format and in the older DGN V7 format, both 2D and 3D. See the commands DGNIMPORT and DGNEXPORT. DGN files can be also directly referenced and underlaid in AutoCAD (without any conversion).

To translate CAD drawings, you can also try the export of "DWG" files (a data format closely related to Autodesk DWG) available in Microstation.
