You can import a 3D model from a DGN file into Autodesk Inventor with standard AutoCAD and Inventor tools without any add-on third-party utility. You just need to choose proper settings of AutoCAD variables so that your 3D geometry will be properly translated.

The following video illustrates the procedure of converting a DGN model previously imported (opened) in AutoCAD to a geometry supported in Autodesk Inventor.
