If you want to put your new hatches always and automatically "back" in the draw order - i.e. keeping the geometry and texts readable "above" the hatches - preset the HPDRAWORDER variable to 1. It applies to subsequent commands HATCH and -HATCH. The default setting is 3 - "put hatch below the boundary".

The draworder of existing hatchures can be changed with the DRAWORDER command, or automatically (by object type) - with the CADstudio DOBT utility.
