The position and direction (targets) of cameras and lights in the viewports is represented by icons (glyphs). The size of these icons does not depend on the zoom and scale of your scene - remains fixed.

You can control the size of camera and light icons in 3ds Max preferences - Customize > Preferences > Viewports - set the field Non-Scaling object size (default value is 1.0).
