How to draw AutoCAD rectangle from its center point?

A - answer You can use a simple AutoLISP utility - CenRect - to draw XY-aligned (horizontal/vertical) rectangles by specifying their center and one corner point.

Download CenRect from Download, load the LSP file into your AutoCAD session with APPLOAD and start (type) the CENRECT command. Specify the starting (center) point and one corner point of the constructed rectangle.
