Besides the latest version of AutoCAD (and all other Autodesk applications), many other applications can create DWF ePlot files.
Since AutoCAD version 2000 you can really "plot" to DWF e-Plot files but even the old R13 (Internet Publishing Kit) or LT98 were able to export the DWF format files (_DWFOUT). Newer AutoCAD (and LT or Desktop) versions can either plot or "publish" to the DWF format (_PUBLISH, _PUBLISHTOWEB). Almost all other Autodesk applications can produce DWF (or DWFx) files now (AutoSketch, Inventor, Revit, ADT, Map, MapGuide...), 3D applications can even publish 3D DWF files.
You can make any other Windows (or non-Windows) application to produce .DWF files:
Autodesk DWF Writer or DWFmaker (www.dwfmaker.com) add pseudo-printers to your Windows so you can print to DWF from any Windows application. Normica (www.it-base.com) converts any HPGL/2 .PLT plot file to a DWF format. AcroPlot Pro (www.cadzation.com) will batch convert DWG, DXF, PLT, TIFF, CALS, GP4
files to DWF (and create bookmarks in the DWF).
