Suddenly I cannot move my toolbars and palettes.

A - answer You have probably locked your user interface elements (toolbars, palettes, windows) with the LOCKUI variable. Set this variable or use the lock icon in AutoCAD status bar. You can also move your panels with the CTRL key pressed.

You can prevent the changes of UI locking (=always locked/always unlocked) with the tool Xanadu SysVarLock - just add the following line to your SysVarLock definition table:

"LOCKUI" (= ? 15)
or simply (avoids all changes):
"LOCKUI"
