I'm using autocad 2010 and cant find the lw display tool bar. I know what it looks like just can figure out how to get in on my screen to select it when i need it

ok so I did find where the LW toolbar was now I realize that isn't really my issue. I'm having to trace a pdf plan and the pdf has some really heavy lines...is that something that can be adjusted in order to snap to lines easier?
