Try the following LISP routine - DbxScanBlocks. APPLOAD and run it in an empty drawing. It is not finished yet, later it should handle also attribute values.

Are you sure? It seems to work here - adding/listing all blocks, from Model and paperspaces (layouts). Can you upload a sample DWG?
